		<description>For many, many reasons, the Do Not Spam list idea simply would not work.  The companies that make phone calls are not nearly as untrackable as spammers, which is why the DNCL is so succesful.  Spammers usually work under the radar.  A DNSL would only provide a list of e-mail addresses they can harvest to exploit.  If it&#039;s a matter of quering a database to check if the e-mail is in the list, it will provide spammers a database to check against to ensure the e-mail address they have is valid.</description>
